Jacob Simpson is a partner in the Baton Rouge office of Breazeale, Sachse & Wilson, L.L.P. and leads its Healthcare Practice Group, the largest in Louisiana. It is the only Louisiana law firm ranked in Band 1 for Healthcare by Chambers USA. He is a Board-Certified Health Law Specialist certified by the Louisiana Board of Legal Specialization and served as Chair of the Louisiana State Bar Association Health Law Section for five years. Jacob represents healthcare providers in a wide range of issues including routine operational matters, regulatory compliance, fraud and abuse, licensing and provider enrollment. Jacob also focuses his practice on advising clients on legal issues related to human subject research, genetic research, research grants and contracts, research misconduct and data privacy. Jacob’s clients range from large health systems to individual healthcare professionals and include academic medical centers, hospitals, ambulatory surgical centers, behavioral health providers, healthcare management and consulting companies, institutional review boards (IRB) and Federally Qualified Health Centers (FQHC).
Clinical Research / Life Sciences
Jacob offers comprehensive solutions in the clinical research industry, including reviewing complex contracts; negotiating and consulting for hospitals, academic medical centers and IRBs; and helping Louisiana residents access experimental, life-saving treatments. As former in-house counsel to an academic medical center, Jacob provides insightful perspective to research sites in clinical research regulated by the FDA and Office of Human Research Protection (OHRP), including patient consent, access to and use of tissue and associated patient information, and the Institutional Review Board (IRB) process. Jacob has collaborated with a variety of research sites, including large academic medical centers in Louisiana and across the country, providing guidance to IRBs, sites and clinical research personnel regarding human subject research laws. Jacob has served on the Institutional Review Board (IRB) for one of the largest hospitals in the region as well as for an Air Force clinical research laboratory. He was also the Lead Editor for the American Health Law Association (AHLA) Life Sciences Practice Group's "Clinical Trial Agreement Toolkit." Prior to becoming a lawyer, Jacob earned a degree in Microbiology with a minor in Chemistry from Louisiana State University and engaged in biomedical research at the Pennington Biomedical Research Center.
Healthcare
As a Board-Certified Health Law Specialist, Jacob advises clients on a myriad of healthcare matters, including regulatory compliance, licensure, enrollment, certification, operational matters, fraud and abuse, and HIPAA compliance. Jacob has significant experience in health care facility licensure and Medicare/Medicaid provider enrollment for a broad range of health systems, hospitals, ambulatory surgery centers, long term care facilities, rehabilitation hospitals, home and community based services providers, long term acute care hospitals, pharmacies, behavioral health providers, addiction treatment centers, and other health care facilities. In his role as Chair of the Louisiana State Bar Association ("LSBA") Health Law Section, Jacob was instrumental in ensuring Health Law became recognized as a legal specialty in the State of Louisiana. Through his efforts, the Health Law Specialty was approved by the LSBA Board of Legal Specialization, the LSBA House of Delegates and the Louisiana Supreme Court, and is now a recognized legal specialty in Louisiana. Jacob has also volunteered on the IRB for one of the largest hospitals in the region.
Intellectual Property
Jacob is also a registered attorney with the United States Patent and Trademark Office and counsels clients on a variety of IP matters including technology transfer, confidentiality and material transfer agreements. His legal experience also includes working in-house with the Louisiana State University AgCenter in its Intellectual Property office.
Military Service
Jacob is a proud member of the United States military, currently holding the rank of Lieutenant Colonel. He joined the US Air Force in 2001 and spent 12 years on active duty. Lt Col Simpson has continued his service in the United States Air Force Reserve Corp as a Judge Advocate General (JAG) since 2013.
